Megaman Battle Network 2 HELP PLEASE.?

I am having trouble figuring out what it means in Megaman Battle Network2 after you have finished the game and are in www area 2 and you get past the ss license gate I can't figure out what the next gate means about 'of all the navi's this gate opens for the strong'. What dose it mean? I am clueless and it is driveing me CRAZY.
