Why does our government put other countries' welfare ahead of it's own people's?

Followup: When did democracy become catering to the loud minority instead of doing what's best for the majority? Surely, anyone can see that drilling our own oil and natural gas would not subject us to wild price swings and every time we fill our tanks we wouldn't be buying bullets for terrorists!
