Inside or outside.what do you think?

I think dogs should always be allowed inside unless they are working dogs and their job requires them to be outdoors. If he really likes it you should allow him both, a doggy door perhaps so he can go in and out as he pleases. As long as he has access to decent shelter and water while he is outside though I don't think you are doing a horrible thing though.
