The DEA claims that the number of drugs users are decreasing how is this possible?

the government claims that less and less people are using the drugs yet the drug seizers are steadly increasing along with the number of arrests. could someone please explain this. to me it seems like an idiocy but maybe there's something i'm missing. the government isn't getting more strict and gangs are more profitable because of drug trafficking than ever... i don't get it!
